After years of being the place where climate bills went to die, the Senate turned around its climate record in a big way in 2022. Pro Tem Toni Atkins started out the year by announcing the creation of a Senate Climate Working Group in response to public criticism that the Senate was not prioritizing climate. The Senate made history by passing the multiyear state climate budget and several major climate bills. The Climate Corporate Accountability Act (SB 260) was the first major climate bill to make it out of the Senate in 2022. At the same time, we saw a major environmental justice priority early in the year (SB 342) fail to get the leadership support needed to pass the Senate. It’s notable that Pro Tem Atkins agreed to return previously accepted oil money and pledged to not accept any more moving forward.
