Cleaning up Voluntary Carbon Offsets

This bill was seeking to improve the standards and quality of voluntary carbon offsets markets, which are how corporations can pay money to "offset" their pollution. Carbon offsets that fail to live up to their promises harm purchases of offsets, and harm California’s efforts to mitigate the pace of climate change. SB 1036 would have prohibited the sale of voluntary carbon offsets that can't actually meet the climate benefits they claim. The bill would have created clear expectations for voluntary carbon offsets to represent real, quantifiable, and additional climate benefits.
