Given that over 2.7 million Californians live near operational oil or gas wells, this measure sought to ensure fair compensation for health risks posed by proximity to industry activities. AB 3155 would have held the oil and gas industry accountable by establishing a liability presumption for health issues linked to residing near their facilities without effective pollution control measures. This bill assumes that respiratory ailments, prenatal defects, and cancer diagnoses, within a 3200-feet radius of an inadequately regulated oil and gas production site, are a direct result of exposure. It would have built upon previous legislation, like SB 1137, to safeguard Californians' health within these zones.
