Forces California utilities to pay billions of dollars for an energy project that they don't need. This narrowly applies to one project without naming it- the Eagle Crest pumped-storage hydropower plant, which has failed to secure a contract and if built, would devastate the surrounding ecosystems, including in Joshua Tree National Park.
