Assessing Oil & Gas Cleanup Costs

Requires oil and gas operators to demonstrate to the state their ability to pay for the cleanup of oil and gas wells and production facilities. This allows the state to adequately assess the total cost of liabilities and avoid entering billions in liabilities without a plan.
