Transparency for water well permits

This bill creates greater transparency in well permitting within critically overdrafted basins by requiring applicants for a new well to notify their neighbors and allow for public comment and a hearing to take place. The bill also requires that, to the extent known, certain information, including proposed location, depth, and well capacity, be included in the application and made available to the public.
