Codified the Governor’s Executive Order in response to the COVID-19 pandemic which required every county to mail every registered voter a vote-by-mail ballot, which allowed voters the option to vote safely from home if they chose, relieving capacity and reducing crowds at in-person voting locations. AB 860 also extended the period after Election Day for late arriving vote-by-mail ballots to be counted, required counties to make ballot tracking available to voters to track their vote-by-mail ballots arrival to their county registrar's office. AB 860 became effective immediately when signed into law by Governor Newsom on June 18th, 2020.
