Increasing Penalties for Oil Spills

Increases inadequate and out-of-date penalties for oil companies that knowingly cause or reasonably should have known that their actions would lead to an oil spill, making it clear that there are real financial consequences for bad actors by doubling the current baseline criminal penalties.
