SB 1387:

Reforming South Coast Air Quality Management District board

Author: Senate Pro Tem Kevin de León

A new polluter-friendly majority on the board of the powerful South Coast Air Quality Management District (SCAQMD) is attempting to roll back the district's clean air policies, sparking major concerns, especially among the poor communities of color disproportionately affected by the region's dirty air. SB 1387 (De León) would have added three representatives from environmental justice communities to the SCAQMD board, expanding the board from 13 to 16 members, and would have increased state regulators’ power over the district’s Regional Clean Air Incentives Market.
