Prohibiting Utilities from Using Ratepayer Dollars for Lobbying
In the face of historically high energy rates for many Californians across the state, SB 938 would have prohibited electrical or gas corporations from using ratepayer dollars for political activities and advertising and would have required more reporting for these types of activities. The bill would have also required the California Public Utilities Commission (CPUC) to assess civil penalties for any violations of this prohibition and require ¾ of the monies to be deposited in a new Zero-Emission Equity Fund within the State Treasury.
